Absentee Ballot Voting

Absentee voting means voting by mail or in person before Election Day, instead of at the polling place. Absentee ballots are ready 46 days before a Primary and General Election. Any voter may vote absentee - you do not have to be absent from your precinct on Election Day.

Voters in the military and those residing outside the United States must use a different process to vote absentee.

Absentee Ballot Applications

You can request an absentee ballot application in person, online, or by mail, email, fax or telephone. You may then mail, email, or deliver your application to Burnsville City Hall, 100 Civic Center Parkway.

*Application is a PDF-fillable form that needs to be printed, signed, dated and returned to the address included. The DOB field will need the /'s included and the phone field will not need the -'s.

When Are Absentee Ballots Available?

An eligible voter may vote by absentee ballot in the Burnsville City Offices during the 46 days prior to the election. (Minnesota Statute Section 204B35, subdivision 4)

Primary Election Absentee Balloting opens Friday, June 24, 2022
General Election Absentee Balloting opens Friday, September 23, 2022

When returning your completed voted ballot in person to the county or municipal office, the ballot must be received by 3 p.m. on the day of the election. When returning your completed voted ballot by mail, the ballot must be received (not postmarked) by Election Day.

Absentee Ballot Voting Hours:

Burnsville City Hall, 100 Civic Center Parkway, will be open to accept absentee ballot applications and to vote by absentee ballot during normal working hours, Monday - Friday, 8 a.m. to 4:30 p.m.

Extended hours for the 2022 Primary:
Saturday, Aug. 6, 2022 from 10 a.m. to 3 p.m.
Monday, Aug. 8, 2022 until 5 p.m.

Extended hours for the 2022 General Election:
Saturday, Nov 5, 2022 from 10 a.m. to 4 p.m.
Monday, Nov. 7, 2022 until 5 p.m.

Military or Temporary Overseas (Voters who maintain a residence in Minnesota)
Military personnel and citizens temporarily overseas are eligible to vote in the precinct where they maintain residence. A Federal Post Card Application (FPCA) must be completed and submitted to the county office in which you last resided.

Permanent Residence Outside of the United States
Citizens of the United States who are permanently residing outside the United States are entitled to vote in Minnesota if they maintained residence in Minnesota for at least 20 days prior to leaving the United States. A Federal Post Card Application (FPCA) must be completed and submitted to the county office in which they last resided.

Agent Delivery
(Minnesota Statute 203B.11) Voters who may use agent delivery:

Hospitalized or HCF voter
Individual in an adult residential program
Resident of a shelter for battered women
Resident of Assisted Living Facility (Minn. Stat. 144G)
Voter who has difficulty getting to polls due to incapacitating health reasons or disability
(Minn. Stat. 245A02, subd. 14; 611A37, subd. 4)

A voter may designate an agent to deliver the ballot to them during 7 days before the election. The voter needs to designate agent by 2 p.m. election day and the ballot must be returned to the auditor or clerk by 3 p.m. election day. An agent can be anyone other than the voter but must have a "pre-existing relationship" with the voter. They can not serve as an agent for more than three voters and cannot be a candidate in the election. They must be 18 years of age, show ID and complete a log provided by the auditor or clerk with the agent's name and address, voter's name and address, the pre-existing relationship and the agent's signature.

Safe at Home (SAH Rules 8290.1400)
